International Committee of the Red Cross Accompanies Hamas in Search for Bodies of Captives in Gaza
The International Committee of the Red Cross (ICRC) confirmed that its personnel accompanied members of Hamas into areas of Gaza still under Israeli military authority to support the search for the bodies of Israeli hostages.
Ceasefire Terms and Hostage Remains Handover
As part of the US-brokered ceasefire, which took effect on 10 October, the group is required to hand over the bodies of all Israeli hostages as soon as possible. In exchange, Israel has consented to hand over the remains of 15 Palestinians for each Israeli.
The organization has so far handed back the bodies of 15 of those taken hostage but none in the last five days, as a portion of those bodies are believed to be in areas past the yellow line marking Gaza’s ceasefire.
ICRC Role as Impartial Facilitator
“At the request of the parties, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the party searched for the remains of the deceased individuals beyond the military-established ‘yellow boundary’,” said a representative for the committee.
The spokesperson added: “Those involved to the hostilities determined the procedures of the mission and delegated the Red Cross to serve as a neutral intermediary. The ICRC was had no part in those negotiations.”
The official further clarified: “Our team was not involved in the physical hunt for the deceased nor does it engage in the physical recovery of human remains.”

Under global legal norms, it is the duty of the sides involved in a hostilities to search for, gather, and retrieve human remains.
American Demand and Regional Search Efforts
On Saturday, the American leader delivered a 48-hour ultimatum to the organization. “Hamas is going to have to begin returning the remains of the deceased hostages, including two Americans, quickly, or the additional nations participating in this significant truce will take action,” he posted on his social‑media platform.
As the 48-hour deadline neared, the group, joined by the Red Cross, joined Egyptian teams, who were authorised by Israel to search for bodies past the line indicating the Israeli military’s pullback inside the territory. An official representative said the delegation would use excavator machines and vehicles in the operation.
Official Verification and Media Reports
The news was supported by an unnamed Israeli official, who told Hebrew-language media that Hamas representatives had been permitted to access areas of Gaza under military authority to search for the remains of captives, alongside Egyptian and ICRC teams.
“To achieve this goal, representatives were allowed to pass the yellow line,” the official was cited as stating.
Video published by a media outlet seemed to show members of a specialized group – belonging to the organization’s armed faction tasked with holding captives – escorting a Red Cross vehicle in a specific location close to a southern city, which is beyond Israeli military control.
Challenges in Locating Hostage Bodies
Efforts to locate for the remains of Israeli hostages has turned into one of the most delicate matters in the ceasefire reached between the parties. However, the effort to locate the bodies has been difficult from the outset, given the existence of an approximate 60m tonnes of rubble across the strip, where, according to local health authorities, at least ten thousand residents are recorded as unaccounted for, trapped under the debris.
Diverging Claims on Body Location
The group has claimed it does not know the precise whereabouts of all the remains, saying it has been unable to communicate with a number of its units that had been detaining the hostages and were reportedly eliminated during military strikes.
However, an Israeli government spokesperson claimed that Hamas was aware of the whereabouts of the remains. “If Hamas exerted greater effort, they would be able to recover the bodies of our hostages,” the spokesperson said.
US Stance and Weapons Surrender Talks
While the US president has conceded that some of the remains are hard to reach, he said that “the rest they can return immediately and, for some reason, they are not.”
“It may have to do with the disarming of Hamas,” he added.
Washington has said it has received guarantees from the organization that the group will surrender its arms, though no specific schedule has been set. They remains reluctant to give up its weapons without firm guarantees about the fate of its members.
