Apprehensions Executed in Relation to Massive Unauthorized Rubbish Dump
Two individuals have been taken into custody as an element of an investigation into the dumping of thousands of tonnes of rubbish in a rural field in Oxfordshire, England.
Officials reported that a man in his late sixties was arrested at a property in the town of Andover, while a 54-year-old was taken into custody in the town of Slough in relation with the enormous mound of waste deposited near Kidlington, Oxfordshire.
These apprehensions follow a recent report which uncovered the existence of in excess of 500 unauthorized sites across England, featuring at minimum 11 so-called "super sites" bigger than 20,000 metric tons.
A official for the regulatory authorities said that the apprehensions were for environment-related and financial crimes and represented a "vital step" in continuing probes. The apprehended men have been released on bail.
Size of the Issue
The illegal site in near Kidlington, situated between the Cherwell River and the A34, is believed to house about 21,000 metric tons of waste in a mound which is up to 150m (490ft) long and 6m (20ft) in height.
This mound of rubbish is consists of what appears to be treated domestic waste, fragmented plastics, Styrofoam, tyres and assorted household articles.
It is just one example of 517 unlawful sites in England, at minimum 11 of which contain over 20,000 tonnes of garbage. These encompass a 280,000-tonne area in Cheshire, two 50,000-tonne sites in Lancashire county and Cornwall and a 36,000-tonne dump in Kent.
The actual amount of such bigger dumps is expected to be larger, as the regulatory body has previously acknowledged it does not hold data on volume for all unauthorized tip.
The majority such locations are in countryside locations, typically concealed, and on land that should be farm land.
Organized Activity
Law enforcement report many are managed by organized crime groups, who are earning money by demanding much less than legitimate firms to take and dispose of waste.
Firms have to pay gate fees to use legitimate landfill sites, based on the quantity and category of material they are trying to discard, and a disposal levy is also applied at just over £126 per ton.
Local Anger
Initial work to clear the Kidlington location began recently following fears over the risk of combustion and the impact that would have on the close-by highway.
A commercial clean-up company has been awarded the task to remediate the area over the following 12 months at a price of £9.6m.
An investigations manager for the government environment unit stated that the authority would be seeking to recoup the remediation costs under asset recovery legislation from anyone prosecuted at the end of its current case.
She added that these detentions would help "drive the investigation forward" and enable authorities to "investigate more lines of inquiry to determine precisely what occurred and who was implicated".
"This illegal dump at Kidlington was an appalling and calculated attack on our environment and we empathize with the community's anger at this terrible offence," she remarked.
A senior official supported the actions, stating: "This illegal tipping of rubbish at the site is appalling and has resulted in substantial detriment to the natural world and anguish to the nearby population.
"Our government is dedicated to eliminating this kind of criminality across the nation, by increasing financing to address waste crime, recruiting more personnel and introducing tougher measures and fines for those who break the law."
The detentions were executed on a recent Thursday by agents from a regional serious crime squad and follow an prior apprehension of a 39-year-old from the Guildford area region in last November. He was set free awaiting additional inquiries.
